It is all rather vague and without further

information concerning the type of assistance

envisaged and the nature of the population

whom it is desired to benefit, it is rather

herd to advise.

Also I am not quite sure what is running in

lir.Caine's mind whether it is a general policy

of debt redemption as occurred in Zanzibar

or a scheme for cooperative credit such as

exists in many colonies. In this connection

I am under the impression that Dr.Stickland

visited Hong Kong some time ago and put

up some proposals on cooperative lines. I

believe I have seen them at some time although

they do not strike a very responsive chord

likely to be very helpful in the circumstances.
